For a multiple-PI application, if only one PD/PI is eligible for continuous submission, can the application be submitted under the continuous submission policy?

Does the continuous submission policy apply to all applications?

No. The continuous submission policy only applies to R01, R21 and R34 applications submitted for the standard due dates. It does not apply to applications submitted for RFAs and PARs with special due dates.
