  1. Thank you very much. This was very helpful. Judging by the number of hurdles I need to jump before I can apply for SBIR, this seems very challenging to me (if at all possible).

  2. Matt, it used to be that eligibility requirements were required to be met at the time of the award, not necessarily at the time of application submission. Has this changed with electronic submission? How much of the registration, certification, etc process must be done at the time of submission?

    • Institutional (small business) eligibility, Principal Investigator, and program requirements eligibility continue to be required at the time of award, not submission, as they always have been. Electronic grant submission (since 2005 for SBIR/STTR grants) is not relevant. However, the Small Business Administration (SBA) instituted new requirements with the Reauthorization Act requiring companies to register at the SBA Company registry before application and submit proof of registration with their application submission. Additionally, SBA requires that (for NIH SBIR only) companies that are majority-owned by venture capital operating companies (VCOCs) submit a 3 question VC certification at time of application to NIH. Our new solicitations at sbir.nih.gov have instructions on these new requirements.
