NIH (including help desks) will be closed Monday, February 18, 2013.
If a standard postmark/submission date falls on this federal holiday, the application deadline is automatically extended to the next business day.

so does this mean that proposals that would normally be due on the 16th – a Saturday – will not be due until Tuesday the 19th?
According to SOP, Feb. 19th, 2013 should be the deadline date for proposals due on Feb. 16th, 2013.
