The Research Misconduct webpage has been updated as part of our continued efforts to ensure integrity throughout NIH supported research activities. Users can learn more about:

  • What constitutes research misconduct, which means falsification, fabrication, and/or plagiarism in proposing, performing, or reviewing research, or in reporting research results. It does not include honest error or differences of opinion.

Process for handling allegations of research misconduct received at NIH

Process for Handling Allegations of Research

1.Did NIH receive allegations of research misconduct? 
•	If no, skip to #2.
•        If yes, the allegation will be sent to:
-	Appropriate NIH Research Integrity Officer for initial review.
-	NIH Research Integrity Officer will share with HHS Office of Research. Integrity (ORI) for further review and handling. 
•	Did the allegation meet the criteria for research misconduct?
-	if no, then the process ends.
-	if yes:
--	ORI will request the respondent organization initiate an inquiry.
--	In nearly all cases, ORI handles future interactions between HHS and the responded organization until inquiry concludes. 
--	If a finding of research misconduct is made, HHS determines administrative sanctions.
--	Organization must enforce sanctions and may take further action.
 
2.	Did ORI receive allegations of research misconduct directly? 
•        If no, then the following is not applicable.
•        If yes, ORI will review and handle.
•        Did the allegation meet the criteria for research misconduct?
-	if no, then process ends.
-	  if yes:
--	ORI will request the respondent organization initiate an inquiry.
--	 In nearly all cases, ORI handles future interactions between. HHS and the responded organization until inquiry concludes. 
--	 If a finding of research misconduct is made, HHS determines administrative sanctions.
--	Organization must enforce sanctions and may take further action.
