Federal Awardee Performance and Integrity Information System (FAPIIS) Requirements Expected to Begin By February 16, 2016


A system used to capture past performance and integrity information in the federal contracts world will soon be used for grants and cooperative agreements.

By February 16, 2016, NIH officials will begin using information in the Federal Awardee Performance and Integrity Information System (FAPIIS) as part of the risk assessment process for making grant awards. If NIH determines that an applicant is not qualified to receive an award, or NIH takes action to terminate an award, the determination and/or action will be reported in FAPIIS. FAPIIS reporting requirements apply to all Federal awarding agencies. Information reported in FAPIIS is available to the public at https://www.fapiis.gov/fapiis/index.action.

Our awardees will also have to report information into FAPIIS. Recipients that have current active Federal contract, grant, and cooperative agreement awards with a cumulative total value greater than $10,000,000 will be required to disclose semiannually information about criminal, civil, and administrative proceedings that reached final disposition within the most recent five year period and that were connected with the award or performance of an award.

  1. Are CPAR ratings for any contractor made public in FAPIIS. In a website that I found its states website is “Publicly available.” Created in 2008 by act of Congress (Pub. L. No. 110-417, Section 872), FAPIIS is, according to FAR 42.1503(f), a “module” of PPIRS, and includes publicly available information relating to a contractor’s integrity, which is provided by both the government and the contractor.
