Does Every Subaward/Consortium Organization Need a DUNS Number?

Ideally, yes. However, if a subaward/consortium organization is unable to secure a DUNS number in time, then a value of nine zeros should be entered in the DUNS field on the subaward/consortium budget component.

  1. This is not true according to the help desk at grants.gov. I recently attempted to submit a small buisness grant, which I was told that had to be delayed because the DUNS number had not been renewed in time. Perhaps it is different for circumstances where DUNS has expired (in this case for the small buisness), but otherwise this rule has not been adopted across the institute or the help desk individuals are unaware of this option. It would be extremely dissapointing to find out that NIH was publishing this rule in a newsletter, but that there was no knowledge of it among those at the help desk.

    1. Are you referring to Central Contractor Registry (CCR) renewal? CCR registration must be renewed each year to stay current. Your DUNS number does not expire after it is established. We should also point out that this FAQ applies only to subrecipients, and even though you don’t need to supply your DUNS on the application at this time, the prime grantee will require you to supply your DUNS before they make the subaward.   2. As of October 2016, is it still possible to submit with a foreign subcontractor and use all zeros for the DUNS (when they do not have one)?

    1. Applicants should make every effort to provide accurate DUNS numbers for all subawards at the time of application. Omitting this number may cause problems further down the line, as NIH needs this number to make an award, among other things.

  3. Question: Are foreign government entities (e.g. government owned / run hospitals) required to obtain DUNS numbers and register in SAM?
