Electronic Submission and Other Changes to Training Grant Applications

Applications for Institutional Training and Institutional Career Development Programs submitted for the January 25, 2010 and all subsequent due dates must be submitted electronically through Grants.gov. Remember, applications originally submitted in paper for earlier due dates that are being resubmitted as amended applications must also be submitted electronically. Paper applications will no longer be accepted.

The Parent T32 and T35 Funding Opportunity Announcements (FOAs) have been reissued, and other FOAs are currently being reposted as soon as possible. Applicants must access the most recent FOA and download the updated version of the SF (R&R) ADOBE-FORMS-B application forms and instructions. Instructions for Institutional Research Training Applications, including Ruth L. Kirschstein – NRSA applications, now appear in Part 1 Section 8 of the SF 424 (R&R) Application Guide.

The new page limits adopted as a result of the Enhancing Peer Review initiative do not affect the Research Training Program Plan, where the page limit remains at 25 pages. The Research Training Program Plan consists of the following sections: Background, Program Plan, Recruitment and Retention Plan to Enhance Diversity, and Plan for Instructions in the Responsible Conduct of Research. (Note that NIH Guide NOT-10-019 updated the requirement for instruction in the responsible conduct of research and these changes are incorporated in the SF (R&R) ADOBE-FORMS-B.)

The modifications to the Biographical Sketch resulting from the Enhancing Peer Review initiative are incorporated into the Institutional Research Training Application, with the exception that a Personal Statement is not required for participating faculty. Program Directors and other Senior/Key Personnel must submit Biographical Sketches with the Personal Statement. All those submitting Biographical Sketches should be mindful of the new recommendation to limit the list of publications to no more than 15.

Note also that the new assurance and reporting requirements for institutions receiving awards for training of graduate students for doctoral degrees is now required, and table 12A is modified accordingly (NIH Guide Notice NOT-OD-09-141). The training tables are also reformatted to comply with Section 508 of the Rehabilitation Act.

The activity codes affected by the transition to electronic submission include: Institutional National Research Service Awards (T32, T34, T35, T36, T90), Institutional Career Development Programs (K12) and other institutional training grants (D43, D71, T01, T02, T03, T14, T15, T37, TU2, U2R).
