Government-Wide Grant Management Terms & Conditions Implemented

To promote consistency in the administration and management of federal grants subject to OMB Circular 110, all research agencies now utilize a standard, core set of administrative terms and conditions. The Research Terms and Conditions are primarily based on those originally utilized by agencies and institutions participating in the Federal Demonstration Partnership and termed “expanded authorities.” Although this initiative of the National Science and Technology Council (NSTC), Committee on Science, Research Business Models Subcommitee, is significant for a number of Federal agency awardees, implementation has “no significant change in the requirements or terms and conditions for NIH awardees.” More information is posted on a National Science Foundation site.

The Federal Demonstration Partnership (FDP) is a cooperative initiative among 10 federal agencies and 98 institutional recipients of federal funds. The purpose is to reduce the administrative burdens associated with research grants and contracts. NIH is represented on the FDP Executive Committee by Mr. Joe Ellis, Director of OPERA.

 

The Research Business Models (RBM) Subcommittee is a subcommittee of the Committee on Science,a chartered committee of the National Science and Technology Council. Its objectives include facilitating a coordinated effort across Federal agencies to address important policy implications arising from the changing nature of scientific research, and examining the effects of these changes on business models for the conduct of scientific research sponsored by the Federal government. The NIH Deputy Director for Extramural Research, Dr. Norka Ruiz Bravo, is the Co-Chair of this subcommittee.
